L’approche holistique du développement, longtemps portée par l’Etat
ivoirien, donne le sentiment aux communautés rurales d’être marginalisées dans les politiques de développement. Cette conception a provoqué chez celles-ci, l’idée de s’auto-émanciper à partir de leurs propres ressources locales. Dans cette perspective, le présent texte tente de démonter comment les coopératives des filières café et cacao, en dépit de leurs faibles pouvoirs économiques, participent au développement des villages. Les résultats obtenus des enquêtes qualitatives montrent que du fait de leur ancrage territorial, ces coopératives développent des stratégies de captation de ressources grâce aux partenariats dans lesquels elles s’engagent avec les exportateurs de produits agricoles. Les ressources obtenues de ces partenariats notamment à travers la politique de certification du cacao leur permettent de mettre en œuvre des projets de développement en infrastructures socio-sanitaires et éducatives, mais également, à soutenir l’employabilité des femmes et des jeunes qui constituent des catégories sociales vulnérables.

Abstract
The holistic approach to development, long worn by the Ivorian state,
gives rural communities the feeling of being marginalized in development policies. This conception provoked among them the idea of self-emancipation from their own local resources. In this perspective, the present text attempts to demonstrate how cooperatives in the coffee and cocoa sectors, despite their weak economic powers, participate in the development of villages. The results obtained from the qualitative surveys show that, because of their territorial anchorage, these cooperatives develop resource capture strategies through partnerships in which they engage with agricultural exporters. The resources obtained from these partnerships, in particular through the cocoa certification policy, enable them to implement projects for the development of socio-health and educational infrastructures, but also to support the employability of women and young people who constitute vulnerable social groups.
